Wigan Council Street Lighting

SCOPE

The Metropolitan Borough of Wigan covers an area of approximately 77 square miles and is situated within the conurbation of Greater Manchester. Wigan Council serves a population of around 310,000. The highway network comprises around 1,000km of adopted roads and there are around 36,500 street lighting units currently in operation across the highway network, of which around 5,500 are currently LED type units.

The contract was is to replace an estimated 31,000 of the existing conventional street lighting lanterns by retrofitting LED lighting units on a one for one basis.

The whole of the works are scheduled to be phased over a 3 year period, commencing in April 2014 and ending by March 2017. The detailed lighting design will be carried out by Wigan Council design staff.


BENEFITS

As a part of its energy efficiency and carbon management plan Wigan Council identified the opportunity to significantly reduce its street lighting energy consumption and associated carbon emissions through the use of LED street lighting units.

The new lighting units will also benefit from being operated by the use of a Central Management System to allow the right light to be used in the right place at the right time.

Working alongside Philips and Wigan Council, LED street lighting units to be manufactured and supplied in line with the installation schedule in three distinct phases:

  • Phase 1 (April 2014) – 13k lm to 20k lm output for Principal and Classified roads – approximately 5,500 units and 1.8k lm to 4 k lm output for Principal and Classified service roads – approximately 2,000 units
  • Phase 2 (January 2015) – 1.8k lm to 10k lm output for residential roads – approximately 12,000 units
  • Phase 3 (January 2016) – 1.8k lm to 10k lm output for residential roads and other areas – approximately 11,500 units

"Following a review on the progress of delivering Phase 2 of the above project and the continued satisfactory performance of Smith Bros. and Philips Lighting in supplying the street lighting equipment, we are proposing to move towards the award of Phase 3 of the above contract. It is anticipated that Phase 3 of the project will commence in April 2016 and run through to March 2017"
